Lowell is incorporated as a Town, with an area of 4.5 square miles and is governed by a five member town council elected every four years. The council hires a professional Town Manager to serve as the administrative head. Town government also includes a Plan Commission, a Board of Zoning Appeals, an Economic Development Commission, and a Park Board appointed or hired by the council. The Clerk-Treasurer, who serves as the fiscal officer, is elected to a four year term from the town wards.

Business Overview

In addition to local banks, dentists, physicians and attorneys, Lowell has many retail establishments. Several industries employ a total of over three hundred. Forty service-oriented business, a dozen wholesale traders, and over eighty retail traders make up the business mix.

The Lowell area encompasses three townships: West Creek, Cedar Creek and Eagle Creek. Lowell lies within West Creek and Cedar Creek. No municipal sales tax may be imposed, nor does Lake County impose a county income tax.

Property tax abatements must be approved by the town council. Property taxes on rehabilitated or newly constructed structures in certain areas can be reduced for a period of ten years. Property taxes on new manufacturing equipment can be reduced for five years.
