Town Council Members
Craig Earley (Ward 1)
Craig is a life long resident of Lowell and graduate of Lowell High School. He and his wife Debbie are previous business owners in Lowell and raised two children here. He began a career as a union carpenter after attending Purdue Calumet University where he studied Construction Technology. Craig has over thirty years experience in the construction industry and has been employed as a Construction Supervisor for Levy Co. Northbrook Il. Previously serving this community as a Firefighter/EMT with the Lowell Volunteer Fire Department and being a part of this community a long time has given him a deep respect for the tradition and history of Lowell. Craig hopes to help guide our community through these economic times, controlling and enticing growth while maintaining our small town atmosphere.
Vice President: Robert "Bob" Philpot (Ward 2)
Bob is retired and can devote his full attention to the people of Lowell. He has lived in Lowell for the last twelve years coming from Arizona. Bob is the Treasurer for Tri-Creek Republican Committee. He graduated from Purdue University in 2006 with a Bachelor of Science degree in computer networking and has an AA degree in engineering/drafting field from Glendale Community College. Bob worked for the Arizona Highway Department for 22 years, designing highways and traffic signals. He proudly served in the Army during the Vietnam era (1964-1966) and supports the American Legion and the VFW. He has two children and three grandchildren living in the west. He pledges to be fair in his tenure as a Town Councilman.
Donald Parker (Ward 3)
President: Phillip Kuiper (Ward 4)
Phil has lived in Lowell his entire life and is the third generation of his family to live in Lowell. He and his wife Sherry have been married for 20 years. They have 2 children that attend the Lowell schools. Phil has worked for Avery-Dennison in Lowell for 21 years. He is also a life-long member of the Lowell First United Methodist Church. One of the goals Phil is hoping to attain is to secure another water source for the town.
Edgar Corns (Ward 5)
Edgar has been a lifetime Lowell resident and graduated from Lowell High School in 1954. After serving honorably for two years in the U.S Army as an Armor Intelligence Specialist he was discharged in 1959. He is a member of the American Legion and Amvets. For 38 years he was an owner/operator of a large grain-farming corporation. He has been a supervisor of the Lake County Soil & Water Conservation District for 26 years and President for six years. As a result he has worked with the Soil & Water Conservation budgets at a county level. He has help leadership positions in 31 organizations and has been a member of 53. For 20 years he lobbied in the U.S Congress in Washington DC and the Indiana legislators for 26 years. He was a member of Emmanuel Lutheran Church in Merrillville for 42 years and currently attends St. Michael's Lutheran Church. For four years he was a member of the Lowell Police Commission and served as President from 2005-2008. In 2007 he was Fraternalist of the Year for the Gleaner Life Insurance Society, an organization dedicated to serving local communities. He received the Distinguished Hoosier Award from governor O'Bannon in 2003 and the Distinguished Hoosier Award from Governor Daniels in 2011.
