Our Vision

The Lowell Parks and Recreation Department will continually strive to serve as the center of their community by providing all citizens with positive leisure and recreational experiences which significantly contributed to increased life satisfaction and appreciation of the Town of Lowell. We will work to create partnerships with area businesses and civic organizations in order to gain support for and market our programs. Our programs will maintain the highest level of quality while providing our participants with leadership and guidance in the physical, mental, and spiritual components of life. This leadership and guidance will be administered by a Parks Department, which consists of hard working, dedicated, and knowledgeable individuals, which model an exemplary lifestyle to the community.

Lowell town residents, through town property taxes, contribute substantially to support facilities and programs offered by the Lowell Parks Dept. Non-residents, however, are commonly asked to pay an additional amount so they contribute equally with those town residents. We appreciate non-residents understanding on this situation. A town resident is anyone who lives within the town limits of Lowell. ie: a resident pays a water bill to the Town of Lowell a non-resident does not

We have had yet another successful year in the Lowell Parks Department.  We offer a variety of programs and events for the community.  Spring soccer is in full swing, and is still our largest program.  We have welcomed back the Challenger British Soccer Camps again this year.  Our parks in town are well groomed and updated thanks to our Street Department.  All restrooms in all parks have been opened earlier than we had planned.  Freedom Park will have volleyball courts placed this season. We are also excited the Lowell Lions Club has asked us to host the Kelly Miller Circus at Freedom Park on August 29th.  From all of us to all of you, thank you for all of your support.  Keep enjoying our parks and programs.

Thank you to this wonderful community for accepting me with open arms!  I would like to express my gratitude to all of those who have taken the time to come speak with me and offer their help, ideas and suggestions.  I am always looking for instructors, if you have a skill, trade, or hobby that you would like to share with the community, please reach out!  Also, we are always in need of volunteers to help with programs and community events.  Youth groups, civic organizations, students needing community service hours, retirees, and those who want to make a difference, we need you!   Summer Camp


Program Summary:

A traditional summer day camp program for youth ages 4-10.  Enjoy games, crafts, special events, and some summer fun! Snacks and drinks will be provided daily.  All campers will receive t-shirts.  Please note, due to our limited amount of space, summer camp fills up fast. Registration begins April 28th and ends May 12th or when camp is filled. 

Time and Place:

June 16th –July 11th

(Please note we will not have camp on Friday July 4th Camp will be held June 30th, July 1st, and July 2nd)

 Disc Golf Camp  


Program Summary:  Did you know that Freedom Park has a beautiful disc golf course? Would you like to learn how to play? We are offering a camp for youth ages 10 – adult.  Join course designer and Disc Golf “Hall of Famer,” Brian Cummings for an instructional disc golf camp. Putter and driver discs will be provided.

Tennis Camp


Program Summary:

Youth 6-14 can join Lowell High School tennis players for tennis instruction.  Two levels are being offered for this camp to help accommodate each skill level.  Beginner- Ages 6-9, Intermediate- Ages 10-14.  Instructors will evaluate each participant’s skill level and may recommend a different level after the first day.  Players need to have their own racquet to participate.  Registration deadline:  July 7th or until camp fills.

July 14, 15,16,17

Beginners: 6-7pm 

Intermediates: 8-9pm

Skate Camp


Program Summary:

Learn how to skateboard. Join our returning skate camp instructor Joey Bryce this year for another action packed skate camp.  Skate camp is for youth 5 years and up.  Skateboards, helmets, protective knee and elbow pads are required for both divisions.

Beginners: Learn safety, basic board control, coordination, and manuals.

Intermediates:  Learn advanced ramp techniques, flip tricks, ramp stalls and grinds and much more.  *Must have Beginner level techniques mastered prior to entering this level. 

Time and Place:

July 21,22,23 and 24th (Rain make-up date July 25th)

Beginners: 9am-10:30am

Intermediates:  11am-12:30pm

Freedom Park Skate Park

Fees and Camp Size:

Buckley 5-Miler 5 Mile Run/ 2 Mile Walk


Event Summary:

 July 26th will be our 16th Annual 5 mile run or 2 mile walk. A CRS Gold Cup Series cross country race over roads and paths.  An event for the whole family sponsored by the Lake County and Lowell Park Departments.  Prizes will be awarded to the first three finishers in each category and the top 12 participants in the walk.  Some of our amenities include a picturesque, challenging & unique course, Split times read at miles 1-4, 3 water stations. Digital clock with computerized results, refreshments and a prize raffle.  For more information or to register for this event go to 


Archery Program


Program Summary:

Youth ages 6 and up (8 and under parent is required to stay) Learn basic archery skills and safety.  Our instructors are hunter-safety educators.  This continues to be a very popular program for our community.  We are offering 3 time slots for this upcoming 6-week program.  Equipment is provided. Please note:  Registration will begin for this program on July 7th and will continue until August 4th or when classes fill.

Time and Place:

Saturdays August 9,16,23,30th and September 6,13th  

Class 1: 1pm –2pm

Class 2: 2:30pm- 3:30pm

Class 3: 4pm-5pm

Held at Riverside Archery Shop in Sumava Resorts

Fall Soccer Registration




Time and Place:

Friday, June 27th 6:00 pm - 8:00pm

Saturday, June 28th 9:00 am -11:00 am

Held at the Lowell Town Hall- 501 E. Main Street

League Information:

Recreational soccer league for youth 4- 14 years of age.  Divisions and age requirements for the fall season are listed below. Coaches, assistant coaches, team parents and referees are still needed. Soccer volunteers are given an early registration priority. Registration opens for Soccer volunteer staff on June 16th at the park office.  Practice will begin the week of August 18th.  Games will be played August 23, (no games August 30th) September 6th, 13th, 20th 27th and October 4th.  All practices and games are held at Freedom Park. NEW REGISTRATION RULE FOR FALL: All Major division players (11-14 year olds) are required to bring a copy of their birth certificate to registration. 

PEE WEE – 4 & 5 year olds (must be 4 by 8/18/14)

INTERMEDIATE – 6 & 7 year olds (must be 6 by 8/18/14)

JUNIOR – 8-10 year olds (no older than 10 by 8/18/14)

MAJOR – 11-14 year olds (no older than 14 by 8/18/14) 

FEE: $55 res/$60 non-res 



Program Summary:

This year round program is designed to take students (youth ages 6-adult) all the way to black belt and is a great for parents and kids to do together.  Karate places an emphasis on proper attitude, discipline, self-confidence, coordination and flexibility.  Uniforms and rank certification are available from the instructor for an additional fee. Note: a free uniform will be given to those who register and pay for two consecutive 8-week sessions!!!

Summer Session 1: Classes will be held May 24th, June 7th, 14th, 28th   July 12th, 19th 26th and August 2nd.

* Registration for this session is May 24th at 8:45am prior to the start of class.

Summer Session 2: Classes will be held August 16th, 23rd, 30th   September 13th, 20th, 27th and October 11th, 18th

Midwest Training and Ice Center discounts and information


The Lowell Parks Dept. and Midwest Training and Ice Center have created an open registration program for Artistic Gymnastics, Trampoline & Tumbling and Ice Skating.  Each program is for 4 consecutive classes over a 4-week period.  You can start when you want, but must attend 4 classes in a row. These are intro programs for new students only.  BRING IN YOUR LOWELL PARKS BROCHURE TO GET THIS SPECIAL OFFER $25 registration fee and the first 4 classes are free. Labor Day 61st Annual Kiddie Parade

Sunday August 31st for ages 12 and under.  Categories are:  Fictional/ Storybook Characters, Historical/ Patriotic, Farm & Tractors and Miscellaneous.  1st, 2nd, 3rd  place prizes in each category.  There will be one Grand Prize Winner who will be invited to be in the Labor Day Parade on September 1st.  Judging begins at 12:45 at Old Town Square (Corner of Fremont & Commercial Ave.) Parade starts at 1pm.  



The Lowell Public Library and the Lowell Parks Department co-sponsor monthly events.  All events are held at the library and are free to attend. Just a reminder that we take the summer off, programs will begin again in September! Enjoy your summer!!

Freedom Bark Park is located in the southeast corner of Freedom Park on 5 acres of beautifully designed landscape.  Membership is required and annual passes are available with proof of current vaccinations.  Freedom Bark Park is a beautiful and functional dog park that both dogs and their owners will enjoy for many generations to come.  Have fun, play safe, and enjoy the park! 


A copy of current Rabies, Distemper/Parvo and Leptospirosis (DHPPL)

Vaccines must accompany your registration form and will be kept on file.

It is your responsibility to provide a new copy when vaccines are updated.
