Our Vision

The Lowell Parks and Recreation Department will continually strive to serve as the center of their community by providing all citizens with positive leisure and recreational experiences which significantly contributed to increased life satisfaction and appreciation of the Town of Lowell. We will work to create partnerships with area businesses and civic organizations in order to gain support for and market our programs. Our programs will maintain the highest level of quality while providing our participants with leadership and guidance in the physical, mental, and spiritual components of life. This leadership and guidance will be administered by a Parks Department, which consists of hard working, dedicated, and knowledgeable individuals, which model an exemplary lifestyle to the community.

Lowell town residents, through town property taxes, contribute substantially to support facilities and programs offered by the Lowell Parks Dept. Non-residents, however, are commonly asked to pay an additional amount so they contribute equally with those town residents. We appreciate non-residents understanding on this situation. A town resident is anyone who lives within the town limits of Lowell. ie: a resident pays a water bill to the Town of Lowell a non-resident does not

MiniKickers is an exciting 6 week program that teaches basic soccer skills while developing strength, balance, coordination, listening skill and team work for youth aged 2-5.  Professional, licensed British coaches will ensure your child has a positive experience.  Register online at or pick up a registration form at the park office.

We are excited to introduce Gymnastics and Just Dance pre-school programs for 3-5 year olds.  We hope to offer these 6 week programs as a continuing program.  Registration will take place at the Parks Department and classes will be filled on a first come first served basis. 



 Learn new skills, make friends and have fun while learning age-appropriate skills. Students will experience balance beam, vault, bars, tumbling in a non-competitive environment.

Various styles of dance are incorporated into this program for 3-5 year olds.  Ballet, jazz ballet, creative movement, and hip hop will be covered.  Ballet shoes are required for all students; girls are required to wear a tutu.  You may purchase your own, or contact Tumblebears at 865-9698 to place your order.

This is a popular pre-school first activity for ages 2-5.  Join us at Lowell Country Lanes for a 6 week season of new friends, and bowling.  We will finish the season with a pizza party and trophy presentation.

Youth ages 4-14 (No younger than 4 on 4/20/15 and no older than 14 on 4/20/15) can join our co-ed recreational soccer league.  Teams will practice twice weekly with games on Saturdays at Freedom Park for a 6 week season. The season will conclude with a league picnic set for June 13th.  Divisions; Pee-Wee 4 & 5, Intermediate: 6 & 7, Junior: 8-10, Major: 11-14.  Coaches, assistant coaches, team parents, and referees are needed. All league volunteer positions will receive early registration priority beginning February 2nd.  Please contact the park office prior to early registration if you are interested in any of these positions or to referee. Registration for the public will be held February 20th from 6-8pm, and February 21st from 9-11am at the Lowell Town Hall.  All 11-14 year olds will need to bring a birth certificate to registration.  Fee:  $55 res/$60 non-res.  Team shirts and socks are included in fees.   





 Due to low enrollment, Karate will be temporarily cancelled until March 2015.  Please reserve your spot for the upcoming session by contacting the Park Office no later than February 23rd.


Program Summary:

This year round program is designed to take students (youth ages 6-adult) all the way to black belt and is great for parents and kids to do together.  Karate places an emphasis on proper attitude, discipline, self-confidence, coordination and flexibility.  Uniforms and rank certification are available from the instructor for an additional fee. Classes are held at 9am on Saturdays at the Tri-Creek Administration Gym.  Registration will take place on these dates:  January 10th and March 7th prior to the start of class, however we can pro-rate sessions if you miss the sign up dates.  Note: a free uniform will be given to those who register and pay for two consecutive 8-week sessions!!! Fee: $50 per 8 week session.





PROGRAM SUMMARY:  Youth ages 6 and up learn basic archery skills and safety at Riverside indoor archery range in Sumava Resorts. Our instructors are hunter-safety educators. This session will meet for 6  Saturdays, beginning February 7th and finishing on April 4th.  Class will not meet on these days 2/21, 3/7, and 3/14.  Three different class times will be offered: 1pm, 2:30pm and a 4pm class. Fee is $45 res/non-resident and includes the use of all equipment.

Please note:  If Tri-Creek School Corporation cancels school on the day of a parks scheduled program, the parks program is therefore cancelled.  The most current cancellations will be announced on the park facebook page and may not be reflected on the park website.  

We will be offering a variety of open gyms to keep everyone busy this winter.  Open gym continuation will be subject to minimum number of participants met, and number of volunteers that commit to help.  Open gyms are offered for a small donation and advance reservations are required by calling the park office.  A waiver of liability is required prior to participation.  Waivers will be available at the start of each open gym and must be signed by a parent if participant is 17 or younger.  Please call the park office to reserve your space or to volunteer at these events. Space is limited.

EVENT SUMMARY:  Community event for children 1-12 years of age.  The Easter bunny will be there to get this event started.  Local business, families and organizations donate baskets to raffle off.  If you would like to donate a basket, please contact the park office before March 2nd.  Don’t forget to bring something to put your eggs in.  In case of inclement weather, baskets will be raffled off in the Administration Building Gym.  Volunteers are needed to help make this event a success. 


Time and Place:  Hunt begins promptly at 10am on Saturday April 4, 2015 at the Tri-Creek Administration building located at 195 W. Oakley Avenue. 





Event Summary:  An opportunity for you to show off your best amateur photography work.  Categories:  Nature Scene, Wildlife, Pets, People, Still Life, Sports, Architecture, Historical, Artistically Enhanced, Lowell Parks and Open.  All categories will be open to black/white and color entries.  Age Divisions:  Elementary School 1st-5th grade, Middle School 6-8th grade, High School 9th-12th grade, and Adult. 

Open House for public viewing will be held on Friday April 24th from 6-8pm at the Lowell Town Hall.


1-4th place ribbons will be awarded in each category and age division.  Contest rules:  Entries must be submitted by April 17th to the Lowell Park Department Office.  All photographs (except for Historical entries) need to be taken during April 2014 – April 2015.  An 8x10 photograph, (not framed or matted) presented in a plastic sleeve with name, address, phone number, age division, category should be written on a label and placed on the back of the entry.  We will accept one entry per category so pick your favorites!  Have fun and enjoy!    





This year’s marathon is scheduled for April 26th at 7am.  The Illiana Road Runners Club has a new and improved scenic course made especially for their 5th year anniversary.  There will also be the option to run a half marathon and a 5k with this race.  Please register early at: 





The Lowell Parks Dept. and Lowell Public Library co-sponsor monthly senior citizens events held at the library!  Events are free to attend! Please call the park office at 696-1570 to let us know you’ll be coming!

We will provide the movie, drinks, popcorn and snacks.  Please bring a bag lunch and join us!



February 26, 2015 Lowell High School Jazz Band and Dessert at 11am. 

One of your favorite groups from Lowell High School will be here to entertain.  We will mingle with the band members and enjoy dessert with them after their performance.


March 11, 2015 Bill Jamerson at the Library at 1pm

Author, Filmmaker, and Songwriter Bill Jamerson is scheduled for the Library.  We would like to extend an invite out to our seniors for this special guest.  Mr. Jamerson’s program about the Civilian Conservation Corps, Lumberjacks, and Iron Miners come alive through his music and storytelling.

Earth Day Beautification Project at Reservation Park

  • Lowell Women’s Club and Lowell Parks Department are inviting members of the community to meet at Reservation Park on April 22nd at 4pm.  We will be sprucing up Reservation Park for spring in honor of Earth Day.

Freedom Bark Park is located in the southeast corner of Freedom Park on 5 acres of beautifully designed landscape.  Membership is required and annual passes are available with proof of current vaccinations.  Freedom Bark Park is a beautiful and functional dog park that both dogs and their owners will enjoy for many generations to come.  Have fun, play safe, and enjoy the park!
